Frontend development for Instituto Metropolitano de Planeación de Tijuana: built GIS tools, administration systems, and digitalized urban planning processes with a small three-person team.
As part of a small team (one frontend developer, one designer, one backend developer), I created GIS web applications and digital urban planning tools for IMPLAN Tijuana. Projects ranged from municipal risk mapping to permit processing systems, addressing critical government needs while developing my skills in spatial data management and user interface design.
Atlas Municipal de Riesgos de Tijuana
Built an interactive WebGIS platform for municipal risk visualization and disaster prevention planning using OpenLayers and GeoServer integration.
Key Features
Multi-source map layers (Google Maps, OpenStreetMap, WMS), comprehensive measurement tools, geospatial format support (KML, GeoJSON, Shapefile), secure data handling, and high-quality export capabilities for official documentation.
Internal Administration System
Streamlined department operations with integrated document management, project tracking, and resource allocation tools.
Core Functionality
Centralized planning document repository with version control, React-based project tracking dashboards, and a scheduling system for managing department resources and personnel assignments.
Digital Urban Planning & Zoning System
Transformed paper-based urban planning processes into digital workflows with integrated GIS capabilities.
Impact
Digitalized permit applications with approval chains and status notifications, created citizen feedback platforms for urban developments, and built a searchable zoning regulation database with visual indicators for land use restrictions.
Technical Approach
Frontend & GIS Development
- Built modular JavaScript applications with custom OpenLayers extensions for municipal GIS requirements
- Created responsive interfaces with reusable components for consistent map handling across applications
- Optimized large geospatial datasets while maintaining spatial accuracy
Integration & Security
- Connected with GeoServer and PostgreSQL/PostGIS for spatial data management
- Implemented role-based permissions and data protection for sensitive municipal information
- Developed data export services for official planning documentation
Working in our three-person team (frontend, design, backend) at IMPLAN taught me to balance technical precision with user-focused design in government applications. Key lessons included coordinate system management for accurate mapping, workflow optimization for government processes, and balancing performance with data integrity under tight municipal deadlines.
These projects demonstrated how small teams can deliver complex civic technology solutions when each member takes ownership across multiple responsibilities and collaborates effectively across disciplines.
